Richard Allen Miller seemed to say that the Van Allen Belt was alive. Maybe it won't like having 3 rockets shot at it, which could cause some kind of disturbance or increase in its radiation, thereby affecting Earth's power grid or satellites. This is from Wired Magazine 2016 "when the solar wind is violent, extreme space weather storms can create intense radiation in the Van Allen belts and drive electrical currents which damage our power grids.

Space radiation poses a threat to the operation of the satellite infrastructure upon which our twenty-first century technological society relies."
