It is entirely possible Courtney and his ET friends will get a visit from the white hats and leaders of the secret space program telling them not to go ahead.... or some other stand down order from somewhere else.. I hope not but if they plan to put very large ships above every major city in the world it will be seen as an invasion regardless of how benign they insist they are...
Unfortunately Courtney appears to be subservient to the ETs he communicates with which is a recipe for disaster. Either he is actually subservient or is behaving this way in order not to intimidate his ET guests. Either way his demeanor needs to be adjusted to a more balanced reception.
It may come down to if Trump wants ET disclosure and will allow the ships and ETs here otherwise we will have a human ET battle as mentioned below with both good side and dark side aliens involved with our military.
