About the Whistleblower’s Role & “Black Projects”

• The letter speaks of advanced radar/weapon testing at Cape Wrath and collaboration with BAE civilian technicians (“Boffins”)—precisely the operational sphere in which Hall’s Defence Systems portfolio would have situational awareness or oversight.

• While Hall retired in 1986, the whistleblower describes ongoing high-altitude/space-related weapons testing into the early 1990s. As Vice‑Chairman of GEC‑Marconi (later becoming part of BAE), Hall would likely have been one of the few ex-RAF officers with visibility into these projects, especially relating to naval systems and sensors.

Air Marshal Sir Donald Percy Hall fits the public record profile connecting:

1. A senior RAF officer responsible for systems procurement (1983–86),

2. Post-service roles at Marconi Defence Systems (absorbing Plessey capabilities), then GEC‑Marconi, later integrated into BAE Systems,

3. Operations and contexts similar to those described by the whistleblower, including advanced weapons systems developed jointly by BAE and Marconi in the late 1980s–early 1990s.

Thus, while Hall’s name is publicly associated with BAE and Marconi, and his RAF career housed operational familiarity with platforms potentially built by Westland, the whistleblower’s insider perspective might well align with someone in Hall’s former position—either Hall himself (before retiring) or a peer in his chain of command.
